I'm not sure what "deck 2 and 3" means either; as you see, does it mean above the main deck or from the keel upwards?

I haven't come across any pictures showing the fire or the results of it on social media or on the major Indian defense tracking forums.

The picture with the weibo account tag is a picture that I haven't seen posted on any other forum or used in any news reports about the fire that I've seen (and I've been tracking a few Indian defense forums and the news feed for the fire), so I'm not even sure if it's depicting the ship at all or even if it's showing MDL. Out of interest, where did you find that picture in the first place?
[edit: doing a reverse image search of that picture, I'm 100% convinced it isn't of the P15B fire -- it's been featured in articles going back as far as 2015. I'm not sure what the original event was, but it certainly of the P15B]

The TV report one seems to just be a generic stand in picture of a "fire," and not intended to represent the actual ship.

You are right, that first photo is old. It was apparently another Indian naval ship on fire, likely an aircraft carrier. As for the second photo, it could be a stand-in.

In any event, it's hard to keep track of all the photos of Indian naval ships on fire or Indian air force crashes because they happen so damn often.

But yes, at a minimum, the commissioning date will be pushed further back. Delays and accidents are quite the norm for India, naturally.

Moment of truth should be upon us soon, if India is excused from CAATSA and Turkey is penalized, then this would expose a duplicity on part of America.

Why waste your time in dispelling the illusions of people who get their kicks from fake news and pics ?
Recognise the environment and go with the flow.

India has canceled its $500 million contract for Israeli anti-tank missiles

India has reportedly canceled its $500 million contract for Israeli anti-tank missiles after the country’s defense manufacturing sector conducted successful tests and promised to deliver an indigenous alternative within two years.

Following a series of successful trials of the man-portable anti-tank guided missile (MPATGM) by the Defense Research and Development Organization (DRDO), India has notified Israel that it will “abandon” the agreement to purchase Spike missiles from Rafael Advanced Defense Systems, government sources told the Indian Express.

This is the second time that the half-a-billion-dollar contract for some 8,000 Spike missiles, initially signed in 2014, is being revised. India pulled out of the deal in 2017, but reopened the order the following year under new terms in which contracts for 5,000 missiles would go to domestic manufacturers, while the remaining 3,000 units would be awarded to Rafael Advanced Defense Systems.

“Israel has been informed about the contract being abandoned in favor of DRDO, which claimed that it was developing a similar missile at a lower price in partnership with VEM Technologies Ltd,” the report said.
DRDO has been developing the third-generation MPATGM since 2015. With the second stage of testing recently successfully completed, the military research arm intends to have missiles in serial production by 2021.

The Israeli government-owned corporation has yet to issue a comment on the latest reported cancellation.

Dumb mistake. They should have got the Spike. We know how these vaporware Indian military weapons development programs typically happen.
They basically ask a team with no prior experience in designing a modern weapon system of that type to make a miracle and then get surprised when the miracle does not happen.

Strange for sure. Never heard of the R-73 having any issues. I doubt the ASRAAM is any cheaper either.
I think they took the wrong lessons from the Pakistan incident. Instead of blaming the radars and the radar guided missiles, which seemingly were the issue, they are blaming IR guided missiles which were fired by an obsolete airframe with a tiny radar and probably no IRST as a last ditch resort while they were being fired upon with longer range weapons like F-16 AMRAAMs.
