It's a pretty bad excuse, considering India only locked down couple weeks ago. They didn't even have basin trials yet, sea trials probably won't happen until 2022 without covid. So commission in 2022 is a dream at best, I would say 2025 to meet international standards. Of course they can commission in 2022, but probably nothing inside works.

Well, the article Deino posted did NOT mention basin trial is done or not - if it's done, then at least basin trial is NOT that delayed (around one month).
The article also present optimism as one official claimed "“The current lockdown will have no impact on a long-term project like IAC. We can meet the deadline by arranging overtime work...", which is absolutely correct at international standard of professional project management -- there is so much you can do during workers down-time: enhancing logistics right after, minimizing delivery lead-time with financial leverage, planning seamless overtime, etc. Nonetheless, his best estimate "We expect to complete the work and conduct the sea trial in the next few months,” indicates sea trial will be behind what that board promised. Let's see how professional Cochin shipyard had learned from past records.
