Defence ministry clears pending stalled projects worth Rs 25,000 crore

The defence acqusitions council, chaired by defence minister Manohar Parrikar, also cleared the acquisition of two Boeing 777-300 (extended range) aircraft from Air India for the dedicated use by President Pranab Mukherjee and PM Narendra Modi as the Desi Air Force One, as was first reported by TOI earlier this week. The two wide-bodied aircraft will now be reconfigured for the VVIPs, which will include a an executive office and bedroom, and then fitted with advanced self-protection suites to jam and defeat hostile incoming missiles and encrypted satellite communication facilities by Boeing.

In terms of sheer money, the biggest proposal to be cleared was the Rs 11,929 crore mega project for the Indian private sector to supply 56 medium transport aircraft to the IAF despite there being only one bidder, the Tata-Airbus consortium, in the fray. As reported earlier, the dominant view in the defence establishment was that the green signal should be given to the Tata-Airbus venture since its technical and commercial bids were submitted in a competitive environment, with the other seven contenders backing out for one reason or the other.

The project, under which the first 16 aircraft are to be bought from the foreign original equipment manufacturer and the rest 40 to be manufactured by the Indian Production Agency (IPA) within eight years, is meant to encourage the Indian private sector to enter into the domestic military aerospace sector. Incidentally, it was the Modi government's first DAC in July — then headed by Arun Jaitley - which revived the Avro replacement project after it was put on hold by the UPA-II regime last year due to strong opposition from the powerful PSU lobby and ministers like Praful Patel, as reported by TOI earlier. The other big takeaway was the long-pending Rs 2,900 crore deal with the US government for 145 ultra-light howitzers, which are to be acquired for the new Army divisions being raised along the border with China.

The direct government-to-government deal had been stuck due to high costs and a non-compliant offsets proposal offered by artillery manufacturer BAE Systems. The Army, however, has been for long been demanding 155mm/39-calibre light-weight howitzers, with a strike range over 25-km range. Such howitzers can be swiftly air-lifted to "threatened high-altitude areas" along the 4,057-km Line of Actual Control (LAC) with China, which has the military infrastructure in place to swiftly mobilize troops and equipment to outnumber Indian forces by 3:1 there.

The DAC also cleared the initial construction planning process for the country's second aircraft carrier, the 65,000-tonne INS Vishal, as well as the Rs 2,700 crore acqusition of nine systems of the BrahMos supersonic cruise missile for three Talwar-class stealth frigates and three Delhi-class destroyers. Developed jointly by India and Russia, the missile flies at Mach 2.8 or almost three times the speed of sound. The Army and Navy already have the BrahMos missiles, which are also to be soon tested from a Sukhoi-30MKI fighter.

Big raft of decisions just pushed through the chute at the Indian MoD, leading with an expected decision to clear a single-vendor bid by the Tata-Airbus consortium to supply 16 C295 transports in flyaway condition and 40 off a new Indian production line. A historic step in many ways. Once done and dusted, as you've read here on Livefist, it'll be the first time aircraft are built for the military by a private firm. Or any firm, really, other than HAL.

Lots of other deals cleared today by the Defence Acquisition Council (DAC), the apex MoD body before final political signatures. A surprise win today was for Russia's Kamov: a surprise only that it came so soon. The company will set up a local line to build 200 Ka-226T Sergei light helicopters for the Indian Air Force and Army.

Most significantly for the Army, the government has cleared the manufacture of 145 BAE Systems M777 ultra-light howitzers in India through a private Indian production agency, likely to be among L&T, Tata or Mahindra Defence. Boom. A deal back from the dead.

Other deals cleared this evening include a go ahead for procurement of 38 additional Swiss-made Pilatus PC-7 Mk.2 basic trainer aircraft, the procurement of communication terminals for Advanced Landing Grounds (ALGs) of the IAF. Interestingly, the IAF has also been given approvals to obtain two 7-year-old wide body airliners from state-owned Air India for its VVIP communication squadron.

For the Indian Navy, the MoD has cleared the raising of six regiments of the BrahMos missile for the three Delhi-class destroyers and first three Talwar-class frigates. Preparatory studies for the construction of India’s second indigenously made aircraft carrier given the go ahead.

Russian Helicopters delivered the first batch of Ka-31 repaired to India

(defensa.com) Russian Helicopters (part of Rostec State Corporation) delivered the first two repaired helicopters Ka-31, produced by its subsidiary Kumertau Aviation Production Enterprise, India. In 2004, nine Kumertau provided copies of that model to China and 6 They needed extensive arrangements before their first major review scheduled, with the couple sent back to the factory, while the other four will do so in the near future. In total there have been 14 Ka-31 for India and a special maintenance center in Goa was created with support from the manufacturer.

The utilization rate is very spacious, thanks to its ability to detect and track a large number of targets, leading a system of early warning of long-range radar with a powerful retractable antenna for visibility. It is used for the protection of air and naval spaces and early detection of ships and aircraft and missiles at low altitude. It identifies its equipment, transferring the information to control positions of ships and the Armed Forces. It is based on the platform of Ka-29 military transport and can be deployed on ships and coastal airfields and can also be used for air defense of ground troops.

The M777 news is pretty big. It will make India the number two user behind the US. Canada has 37. Saudi Arabia has 36, and Australia has 35 of them.

The US Military has over 1,000 of them.

Odds are, that as the Indians produce them and like them...they will end up building many more. I would not be surprised to see the Indians build in the neighborhood of 300 of them before all is said and done.

The M777 is a great weapon. It will shoot the standard 155mm shells, but also shoots the ER munition, the M982 Excalibur round. This round is a precision guided munition with a range than can be 25 miles or more.

In fact, the first time the US used the M982 Excalibur round in combat with the M777 was in June 2012. They dropped those babies on insurgents in Afghanistan in Helmud Province, over 22 miles away (336 kilometers). It was Golf Battery, 2nd Battalion, 11th Marines, who are permanently based at Camp Pendleton, CA. and were deployed to Aghanistan at the time, who did the shooting. Those shots stand to this day as the longest M777 on-target combat shots to date.

KOLKATA: Kavaratti, the last of the four anti -submarine warfare class stealth corvettes being built for India under Project 28, will be launched here next week. Designed by the Directorate of Naval Design and built by Garden Reach Ship Builders and Engineers, the contract for the construction of four P28 ships was signed in June, 2012, with the project priced at Rs 7,800 crore. The corvette, with a displacement of 3,300 tonnes, has a lenght of 109.1 metres and measures 13.7- m at beam. The ship is propelled by four diesel engines to achieve speeds in excess of 25 knots and has an endurance of more than 3,400 nautical miles. Defence sources said that about 90 per cent of Kavaratti is indigenous and the ship is "well equipped" to fight in nuclear, chemical and biological warfare conditions. INS Kamorta, the first ship under this project, was commissioned by the Navy last year. Kadmatt and Kiltan are scheduled for delivery between 2015-2017. Launching of a ship means transferring the vessel to water.
