Well, they originally collaborated with the Russians, then they left and the Russians had to complete the development and finance it themselves. If they had continued, their finances would have accelerated the development and today they could have several dozen machines in service. A huge mistake.that shouldnt be a good excuse. a government might use the emotional effects of a historical grievance to motivate its population but those emotions arent going to give them any good input on the timings and the compromises needed to succeed in reality. success needs to be engineered.
as i see it, india has squandered decades of good time where they really werent under any real threat. they should have spent less preparing for conflicts easily avoided.
instead they're stuck in a negative feedback loop of
indulging a loser strat -> feeling like shit because of failure -> buying a bandaid to feel better -> indulging in more loser strats
