The rise of Adolf Hitler and Benito Mussolini and to some extent the populist leaders such as Trump would contradict your point of advantage of the normalized transition of power from democratic government. Democracy failed to prevent these men from power grab and abuse of powers.

I generally agree that the Chinese government requires more transparency. However, political transparency is meaningless when it didn't materialize into actions. When vested interests and powerful power brokers are calling the shots then political transparency is just window dressing.
The following is a response to Kyli and Voyager:

In the Army as in corporate America, there is no vote for CEO or CDR, yet I've never heard of a EUCOM or STRACOM commander who fail to relinquish command to his/her designated successor.

Perhaps factors can be broken down culture, interest and oversight.
1. Culture: Officers are cultivated to believe in the institution and tradition of the service, and that however great their accomplishments are, it is the power and glory of the nation and service that matters. I think as China gains more confidence in their governance, and new generation of CCP leaders are raised to this culture, then the doctrinal piece will solve itself.

2. Interest: Most flag grade retire to take cushy jobs with LMT, NG, BA or other large US firm, kind of like revolving door. In this fashion the US system is not ideal. What China should work on is to either boost senior grade retirement benefits and or help them evolve into think tank and other strategy role.

3. Oversight: I generally think that oversight can be better done by technology rather than other humans that can be corrupted and or influence. In this front, the digital currency and use of block chain in policy/communication authentications can greatly help the situation.

Conclusion: The smooth transition of power is not the exclusive domain of democracies. With greater information infrastructure, a lot can be bard coded by de-incentivizing corrupt or deviant behavior, through lowering the trigger for admonishments and long term conditioning, a lot can be built into a single party system that prevents winner take all chaotic hostile factional take overs.

Transparency means jack shit.

Most people cannot tell you the second, third or fifth order effect of a policy. Even less can elicit a clear understanding of marco economics, monetary policy and technology theory and trends. So, even if the population can see it in real time, they are ill equipped to understand the real and opportunity cost involved, or advocate or support an alternative or change they observe through transparency.

As the world becomes more and more complex, and information more abundant, transparency will means less and less if you cannot aggregate and understand it.

The guy flies to Hong Kong for his own publicity saying the US is with them and they he stops Hong Kong refugees from fleeing to the US? Maybe Hong Kongers will forgive him like the Q'Anon crowd forgives Congressman Matt Gaetz for being a child molester.

I guess nothing to denie when your pic/video is all over the protest. Upto 5 years in prison, but I am guessing they will get similar jail time as the past trio
