Maybe Hong Kong government can set a law that anybody leave Hong Kong with BNO visa will give up Hong Kong citizenship. If one day they come back, they are foreigners.

That’s a mistake. China should not only allow it, but give the condoms free one-way plane tickets, with it in the terms and conditions that they renounce their HK and Chinese citizenship and residency rights now and always.
