I totally agree with @caohailiang … it simply makes no sense to refurbish them without the engines
Engine certainly improves its flight performance especially range and payload. But even without changing the engine, if they are upgraded with modern avionics and sensors it would still be considerable increase in capability by integrating them more into the network.

It's not like the B-52 with the production chain closed... They are constructing new one with better capabilities, no need to upgrade them, it would be a unnecessary burden..
