Which was the whole premise of Trump's tariff war against China: China will make huge concessions to the US in order for the US to drop the tariffs. It was also supposedly Trump's negotiating tactics: create a big crisis, make bold statements to threaten the other party, and get substantial concessions. Put simply: get something by creating something out of nothing.
The reality is so much more difficult. This strategy backfires badly against the US. Biden had a chance to roll back the tariffs when he took office, blaming everything on Trump. Instead, he basically inherit and continue the Trump China policy. Now he is the one stuck with the tariffs.
