DSI (deck spray installation)?
Would be my guess haha

... They aren't literally windshield wipers...

We've had photos of them unfolded, where they are are at right angles to the canted surface of the superstructure, and we've had close up photos of the poles.

They've been speculated to be some sort of calibration device, or at least having an RF function in some form.

I don't think anyone would seriously think they are actually washer poles just because they look kind of like it...

I'm thinking they want to completely finish building her exteriors etc before the lunar new year.. once everyone comes back happy from the holidays they can resume doing the finishing touches.. weapons installation, more sensors, interior finishes etc (which can be time consuming) and then shakedown cruise couple, three months later.
My guess is late Spring maybe early Summer when she gets her feet wet.

Right from the beginning, PLAN has applied US doctrines to carriers. PLAN never bothered with Soviet doctrines.
I'm sure they learn more from USN than from MF but they are developing their own doctrines based on their own strategic situation and technical possibilities. They will not be applying USN doctrines even if aspects of those doctrines are copied.

This of course begs the question of why these arrays need these devices when other AESAs do not. It is a potential single point failure if its role to the array is important enough.

Yes, the important thing to know is what exact role those pole devices actually perform in relation to the standard function of the arrays... relative to other similar systems aboard other ships. i.e.: are those poles providing additional capability or function in some form, or are they there to attain a similar capability to other systems.
