What makes a submarine to surface near Liaoning Group?
(1) to demostrat to PLAN that it had successfully trailing Liaoning group without being detected, or
(2) it had been detected and was forced to surface by non-stop pinning bombardment by PLAN FFG and DDGs, and Y9Q.

Either way, there was an "unscheduled" interaction/real life exercise of cat and mouse game between submarine and surface ships.

If it was traveling in direction that's in parallel or towards the Liaoning CBG; if it was "away" from the said group, then it was the proverbial throwing in the towel.

And that's the information missing thus far...?

To do (1) seems rather short sighted and childish. This would only encourage PLAN to strive harder and learn from shortcomings.
On the other hand, it is relatively easy for PLAN to predict where US submarines will appear, given that Liaoning group in SCS will obviously attract submarine like ant attracted to honey. So it could also be a ploy for PLAN to gain real experience in anti submarine activity.

Is this a common practice for forcing submarines to surface? I am not very knowledgeable about submarines and have never read about this.

Actually, doing the (1) fits exactly to the ongoing US policies, the order would not be resisted at Capitol Hill / White House / Pentagon / Langley, besides the US themselves would be just as eager to find out for themselves the capabilities of PLAN ASW effort.

As such, if it's a (1) in the next few days we should expect a glaring news headline on CNN/MSNBC/Fox News/BBC , with "leaked stories" of some "details" to the encounter; if it's a (2) it's be hushed up.
