In which case, the answer of course is -- why not? No one is at war at each other, and apart from keeping a close eye on the destroyer and making sure they are not posing navigational hazards to each other, there's nothing that can be done to physically prevent one ship from getting within that distance of your own ship.
If we went by the language used by 2 branches of US Government - Executive(White House) and Legislative (Capitol Hill) - the US has been at war against China since 2018.

Thus, for USN DDG to get this close to Liaoning, a primary-level asset for the PLAN, we'd have expect helmets and flak vests and flash gear don by the DDG 89 crew...

It is a good thing that the USA reacted the way they did. In fact, I would say that they are so predictable, it is a good sign for long term world peace. Besides, what is the use of all those carrier battle groups without a proper opponent to harass and spar with? The PLAN will be happy to arm wrestle with the USN. This is a great chance to flex them newly deployed muscles, train troops and gain experiences. I am glad that the USN is so generous as to directly engage in such play/sparring. They could have just sent their Japanese, Koreans or Australians pawns to deal with the PLAN, which will give us Chinese no first hand information/experience of direct engagement with the mighty USN, while gave the US a chance to gain data and info on the PLAN via intelligence sharing with their pawns.

To touch on some irrelevant points:

Ever since Trump started his presidency in 2016, I had thought that there were only 2 most dangerous things the US could do strategically:

One is to have an fast paced conventional war with China over some trivial matter in the SCS or over Taiwan, and end the conflict before China fully mobilizes (which befit the rash mindset of Trump the blackmailer real-estate thug).

The other is to suddenly start a fast withdrawal of US military power from overseas and start an era of true isolationism. This is the far more harmful action for China in the long run. Because this will totally alter the strategical balance of power on the Eurasian super-continent. With China at the stage of only an emerging new Superpower, if the US withdraws its security guarantees for nations such as Japan back in 2016/17, it will drive countries like Japan into a panic, and will cause these countries to quickly jump-start an arms race with China.

Gladly, none of these happened.

Now that the US is back with good ol' Biden, everyone else is back to a relax state of fence-riding: dealing with both sides for gains. And the Biden administration is stupid enough to step up the pressure on Russia. So, all is well for China.

I know this post is irrelevant to this thread, I will stop here.
