Running away to avoid being tested?
Perhaps afraid of losing job or livelihood if tested positive?
What is the context?

If this is case, perhaps employers should require a negative test result to encourage testing.
Well, it's not a simple question to answer. There are many things related. First, quarantine facilities are never good places to stay, even for short period. The foods, the accommodation, similar to a prison without a crime. So workers are afraid of being "arrested" if test positive. Second, if tested positive means they'll lose their jobs, their incomes and even future jobs after getting out from Covid-19 centers. Finally, they're simply feeling afraid that they choose the "ostrich approach" and hope they'll be the lucky ones rather than facing the truth.

Economic deprivation will do that to just about everyone regardless of race, creed or religion.

Understandable then.
I hope the government can take some proactive actions to alleviate those concerns.
