well it might not be, but the city design and cars clearly looks like japan
Looks kind of like a generic anime style east asian modern city to me. Having a Japanese dub is probably necessary if they want to appeal to weebs, which is fine as long as other languages come as default.
I'd be surprised if Chinese wasn't a default dub.
An update to Where Winds Meet, first revealed lasts year, which will be published by Netease.

They are getting serious trying to take down Mihoyo.
IMO it just looks like generic anime city like Netease's Super Mecha Champions, published as Mecha City X in Japan.
Netease is capable of making the most un-Chinese game you can ever meet. Like it would be impossible to guess it's origin of development from within the game. Check out Infinite Lagrange.
