The key problem here is exactly how many HQ-19 systems will be sold. Is it only going to be a few systems that only used to defend Islamabad, or there will be surfficient number of system that will defend most of Pakisiani strategic military and economy facilities that would completely alter the Indian-Pakistani nuclear balance.
Pakistan is long and thin, attractive qualities for a woman but not for a country. We'd need something like 3 to 5 batteries minimum if they're going to go with extra launchers and 5 to 7 batteries if they're going to go with a standard battery size. Plus the mountains in the north make things that much more difficult.
But why HQ-19? I may be wrong but ballistic missiles are not that big of a threat to Pakistan, or maybe they are now. Why not focus on more air defence systems than going for BMD?
