Even in Russia proper it has taken direct government intervention for the carriers to start buying Russian aircraft in quantity.
I can understand the carriers point of view though. Even relatively reliable and modern aircraft like the Tu-204 or Il-96 had less automation and required a 3 man crew vs a 2 man crew in Western aircraft. This made the Russian aircraft less competitive. There was also a lot of corruption leading to Western aircraft sales in the 1990s.
With a three man crew, there would be less chance of a repeat like Germanwings Flight 9525.

A bit off topic, but a couple of things:
  • As a commercial pilot myself, I can definitely attest to the fact that we're VERY expensive - airlines across the world have been trying to work around legal rules to cut down on crewing requirements on long haul flights in order lower operation costs, so there definitely isn't the financial appetite to put a permanent operating (and not relief) third crew member on the flight deck to mitigate the off-chance risk that one of us goes coo-coo and plunges the plane to the ground or does something stupid. Food for thought: airlines were over the moon the moment aircraft manufacturers were able to get rid of the flight engineer from the flight deck.
  • I've worked for two airlines now, operational procedures have drastically changed since the Germanwings incident. Under both airlines whenever one of us has to leave the flight deck (whether to pop to the loo or stretch our legs), we have to call a cabin crew member up front so that at the very least there are two people on the flight deck at all times.
  • At our annual medical, the Civil Aviation Authority requires Aviation Medical Examiners to subtly check on our mental wellbeing. It isn't explicitly written as an item of check, but I know for a fact if an AME feels that something is wrong with a pilot's mental state that they have means to flag it up to the Civil Aviation Authority and even the airline operator we work for.

Ah, China is playing the US and Australia against each other. Let's see if the US will help Australia when they are eating their market.
