now I looked at 2013 data for China:
16.4 millions of births / 1357 millions of inhabitants
and this ratio is one point two per cent,
while, also 2013 for the Czech Rep.:
0.107/10.512
is one point zero per cent ... something I sure can't criticize: I have one kid LOL!

Why make more enemies? Your proposal sounds like G.W. Bush's infamous words "you are either with me or against me". That is bullying, something almost everybody in the world distain, and the outcome today has proven G.W. Bush destroyed American's world standing by doing that. Why do you want China to do just that?
No offense meant, but I suggest you to study the concept and history of "统一战线/United Front".

yesterday, and Russians will cover two thirds of the total cost of $356m ... according to the source I quoted, which also says the construction is expected to take three years etc.

China will always stand firm economically & security wise. The Chinese will be diplomatic but will not be expected to tolerate brash/forceful actions by any country. Any inconsiderate actions will result in China's forceful reactions/retaliations. As we approach 2017 and beyond, let us hope the incoming new US Administration will negotiate wisely with China on economic and security issues. No Win-Lose BUT Win-Win outcomes for the benefit of both countries, and for Peace & Progress in World.

It would not surprise me if the press in the west wrote that up as a poor response to allowing more than one child in the family ......... it should be 2 or 3mill or whatever

Meanwhile why has there been an increasing surge of money leaving the country to the point of affecting her foreign reserves?
