To be fair, China is still a middle-income country, yet has an exceptionally high level of R&D spending at 2.4% of GDP

It's more than twice as high as any other low-income or middle-income country. They are all stuck around the 1% mark

Furthermore, Chinese R&D spending is still growing fast. So I expect it to reach 3% in 5 years time.
That would be comparable to Germany and the USA. After that there are only a handful of countries left with higher levels of R&D spending

And Chinese R&D spending is driven by the sheer size of its domestic market, the financial/technical/personnel resources available, plus the lower costs of development/production
