Why does russia needs military grade semiconductors from china? AFAIK, russia manufactures its own.
Yes and no. Most Russian military hardware can make use of their semiconductors which aren't anywhere close to being commercially competitive but since it's military, size, weight, processing capability etc are not as pressing matters. Perhaps the US just refused to sell them more modern chips and China has offered alternatives. Russian semiconductor fab hasn't been an area they're heavily invested in.
As someone who has been around SDF for over a decade, you sure ask a lot of seemingly newbie questions.
It is actually quite well known and obvious that Russia has been behind China in defense electronics, both from what they have equipped their respective air force and navy platforms and from the huge disparity in the civilian electronic industries in Russia and China.

Do you know the name of the author ? can't find his old publication from the net and I haven't heard from him since then. His research and writing are top notch without any bias and of course you can't count out his alarmist view since he is paid to do just that.

Because he has a paying job now with some kind of Taiwan think tank I believe. Yes He used to visit Chinese defense show and produced report based on his visit and keen insight. But it was China then relatively behind . It does not make sense now when China reach close to parity with the west. I'm began a fan of his early on when J10 was popping out from the web, his analysis and research is top class, I think he rely on Pinkov on info relating on Russian equipment supply(export) to China but is intelligent enough not to follow his bullshit article. My thinking is With China going domestic for its weapon program, he and Pinkov had lost employment.
