Unhappy follow-up development.
They claim that they are performing their duties in accordance with the law, and all faults are the fault of the deceased. And it requires the mainland to strictly manage fishermen.

Our government is currently making every effort to restrict the dissemination and discussion of news. As long as we don't see news, we can consider it non-existent. Okay, good luck to those fishermen, because the government cannot protect them.

An interesting fact is mentioned here: the government recognizes the administrative and judicial power of the other side in the actual controlled territory, territorial sea, and airspace, and therefore cannot defend its rights.

This is basically acknowledging their independence.
陆委会 is the Taiwanese government. The DPP administration is trying to deflect blame.

I wouldn't go that far. If what you say is true, then this would be a declaration of war.
The usual suspects routinely and indirectly use locals in order to have plausible deniability. Let's not forget Uighur terrorists used to commit massacres in China after being trained and supported by foreign forces. And yet that was not treated as a declaration of war.

I found one source on zaobao talking about this,

"Two deleted reports from Ifeng.com on February 11 and 12 mentioned that the incident was suspected to have occurred in Luohe Zhaike Village, Ju County, Rizhao City. There were more than 10 victims, and one suspect had been controlled. Videos circulated on the social media X platform showed dozens of armed soldiers gathering on the road at night, but the specific location and time were unknown.

Except for the deleted reports by Phoenix.com and NetEase, no Chinese media reported on the incident."

The only pieces of evidence that I could find to be used to prove this incident are
  • a blurry image of the front gate of the village, which is undated but looks to be during the winter
  • a blurry image of a bunch of men and a roped off alleyway (also undated)
  • some videos of armed police somewhere in China (also undated)
    • I investigated this further, and one of the police license plates in the

began with "鲁N" which is a license plate belonging to a vehicle registered in 德州, which is a 5 hour drive from 日照 (although both counties are part of Shandong province). You can see

to see the Shandong province initial license plate character + letter combos
So I'm not sure anything of the sort happened, at least the evidence available is completely inadequate to prove anything. Censorship doesn't necessarily prove anything either (Chinese censors suppress a lot of info, not all of which is true or accurate). Not sure we can conclude that this is true at the moment, I'd wait until some well known media publications cover this to conclude anything (SCMP, AP news, Reuters, etc)
