I admit your source is biased. Whether or not something is fair depends on the rules. Han Chinese were allowed to have 1 child until recently, it became 2. How many are Uighurs allowed to have? If it's less or more than 2, then it's unfair, but that also has to account for the decades of advantage they did not deserve when they were not held to the one child policy. Sterilization rate depends on how often they break the rules; if they never do, the rate is zero.
