Seems as if this is a typo ... there is no J-17! You surely meant J-16?

But its derived from su33 taken from ukranian, f15 china own product but j11 and j16 are licensed products, so cant export them with out russia approval , but for f15 russia approval not required

The type's origin is irrelevant - be it via Ukraine or Russia - and you are wrong: Only the J-11A was a licenced product, but neither for the J-15 (via Ukraine) nor for the J-11B and J-16 China ever got a licence.

I wouldn't be so sure that there's no some legal document for J11B and J16 and J15 between Russia and China. Certainly China did seem to start making J11B without a document, unlicenced. And there was a period when various Russian officials were publicly stating that China is making unlicenced copies and that was not okay. But after some time, the tune changed and Russian officials were saying stuff like "all the matters have been resolved". Which leads me to to believe there were in fact various legal and diplomatic contacts and it's entirely possible there's a licence document for entire flanker family between Russia and China out there. And I'd certainly expect a Russian clause stating that Chinese may not offer any of their flankers for export.

Details of tech transfers are not known. The deals easily may have had export approval for China.

Its vary for each TOT , for flanker its know thay its for only use of China, how can Russia allow china to effect its most heavy export domain of flankers

my feeling is that China was forced to copy and then modify the Flankers at a time when it had no other choice available.
What China did was to ensure China's own safety, by safeguarding its own airspace.
As such it is not an honorable thing to do by exporting your planes based on somebody else's IP, despite heavy modifications.
So unless Russia gives her blessing for export, China will keep her Flankers within China.
