Yup let's reuse spacecrafts by returning them to the landing pad at 8km/s with enough Kinetic energy to level a city block, How did he manage to keep a straight face?

He might be confusing it with another project which is a hypersonic reuseable craft. One that does land (has landed in a test flight) and slows down before landing. Kinda like how a Mig-31 slows down to land after performing a mach 3 flight. Of course the tested HGV weapon is entirely another project.

Nah Zhao knows how to play word games. I bet in 10 years time someone is going to ask him about it and it will be like
"I thought you said it was a spacecraft?"
"Well, did it contain a nuclear device?"
"No"
"Did it contain any conventional explosive?"
"No"
"Did it go into space?"
"Yes"
"So how is that not a spacecraft?"

It may really be a space craft. But yes, the skills and technologies required for putting an object to low earth orbit at Mach 25+ and having this object capable of orbital changes, carrying a payload, deorbiting itself, and gliding back to a precise place are as double-use as it gets. So even if no such weapon (FOBS plus HGV combo) exists or even planned, now we know China is capable of such a weapon.

This sort of thing is Zhao's speciality. Playing dumb, dishing out semi-convincing bullshit is part of his job description.

If you want a recent example, I believe it was also Zhao who first said not long ago and I paraphrase "Silo what silo? Oh those are foundations for wind turbines".
