My guess is probably 12-15. Ultimately to replace Type 001, Type 002, and Type 003. They will have 4-5 on patrol at all times, 4-5 in reserve, and 4-5 in maintenance.
Where will they be based? 3 in NF, 4 in SF, 4 in Taiwan, maybe 2 in EF and then maybe 2 abroad. This is decades into the future that I'm speaking off so it's all guesses.
Don't take this to the bank. A new technology or a major war might show up and render carriers obsolete and that number might never be reached.

IMO, they mean the number 1 navy in the world by "world class".
