I imagine you would design different operational modes under different deck configurations including # of cats, and run simulation software to test them and compare the results.

Moreover, the construction of an aircraft carrier requires a huge amount of materials. That location does not seem suitable for storing enough materials and equipment, and it is far from the main gathering area of construction personnel.

You are looking at the wrong dry dock.

It is the larger 355m dry dock they are talking about, and yes there is a gantry crane.
