As of now, Modi is the single worse thing that has happened to India
My friend, as bad as Modi is, the Indian Trump is really no worse than the future Indian Biden. He is just a face of Indian capitalist ruling class, who doesn't give a dame about their masses.

It is not Modi who has failed India, but the capitalist system, especially when applied to a technologically backward and populous nation like India, under the yoke of global imperialist system. I would not be surprised that the same tragedy may happen down the road in Indonesia, Philippines, etc...

Even Brazil, a much richer large capitalist "developing" country, is not able to escape the disaster. Hell, even the top imperialist empire U.S.A wasn't able to.

If India were to request 100 million vaccines doses from China, I think China should sell them to India.
If delivered over a month, that is only 25% of total production capacity in China. And production in China is still ramping up.
Plus China is still at zero cases per day.

That's at least 50 million people in India, who will personally know they have received a Chinese vaccine.
It's much harder to be anti-China in such a situation. And the politicians will really understand there is no alternative to China in many situations.
Plus we can't have an uncontrolled outbreak in India creating even more COVID variants.

But of course, would Modi swallow his pride and ever make such a request?
As others have said, it is far too late for vaccine to help India. If we look at the picture without the national border, it makes much more sense to send vaccines to India's neighboring countries or countries more exposed to India. You know, when there is a wild fire in the open grass land, you don't try to put out the fire directly or out run the fire, you cut or burn the grass some distance away from the fire.

India has a gigantic unemployment problem. There are 120 million jobless Indians and increases by 1 million each month (from Indian sources). There's no way Modi can create 1 million new jobs each month. IMO, Modi plotted to eradicate unemployments by eradicating his fellow citizens. Maybe that's why by holding all those political rallies and promoting large scale religious festivals, he hopes infections would spread like wildfire and solve India's massive unemployment problems. Also that could be why he initially turned down China's offer of aid. Life is Cheap in India.

Ah yes, the European Black Death demographic dividend.
This only works for some diseases, and I wouldn’t advise governments take this cold blooded route not just for humane reasons but also because it may not work:
Covid is entirely new, even amongst the survivors there could be debilitating “long covid” symptoms that aren’t going to make the people more productive eg lung scarring, strokes in young ppl, memory and cognitive problems etc
Even smallpox remained lethal up until its eradication, disfiguring the survivors still maintaining a death rate of 30%

I don't think there is any scope for attaching criticism to socio-economic ideologies. This is a case of incompetence and mismanagement.

But most importantly, it's a case of wrong priorities. If I were the Indian government, I'd have prepared for a robust test-trace-quarantine-(regional) lockdown system like that of China when I came out of the first wave (they had four months?).

If I think taking any lesson from China is beneath me, maybe I could've taken lessons from Vietnam. (I don't think emulating strategies of South Korea and Japan, being developed countries, would be practical).

India could've constructed the system within months. Money certainly doesn't seem to be an issue as they have enough to spend on fancy American military wares. Infact, the whole system is likely to cost less.

What more, India could've made this investment be of sense by ensuring that this system can be further integrated and grown to a future Disaster response (especially biological) vehicle.

But first, the government need to be competent for all that. So...

My friend, Vietnam indeed did a great job as a "developing" country, and you do realize that Vietnam is also a "socialist" country right?

Modi government is very competent, managing to stay comfortably in power in service of the rich, in face of such crisis. They are of course not competent in terms of serving the masses, but that's by design a feature, not a bug.

Modi government did not have the "wrong priority" due to incompetence, as a capitalist government, their priority is never the masses.
