There it is, the diplomatic jargon China always throw out before war.

This literally jolted me up from the couch. lol.

After some digging around on the internet and chatting with a few people (so take my conclusion with a big grain of salt), while this is definitely a serious signal, it is more final warning less declaration of war.

A few notes to support this:
- the title is addressed to the TW intelligence agency specifically, not the TW regime if you will
- the article reiterated that the "mother mainland"'s door is always open
- the author's name if reversed is 平安, meaning safe in Mandarin
- a war declaration would more likely to be titled 是可忍,孰不可忍, roughly meaning we cannot tolerate anymore, which was used before war with Vietnam

平安 is I believe a pseudonym when People's Daily talk about domestic issues. For international issues that can lead to war the pseudonym would have been 时钟.

I believe this warning is deliberately ambiguous. Today two members of New Party (the pro-unification party) in Taiwan got into legal travel with the government, could be an attempt at getting back at mainland by falsely accusing them of being mainland spies.

If that is the case we'll probably see further escalation soon.

The explanation that is now popular is that 安平 (Anping Area) refers to a district in Taiwan, and the name was given after Zheng Chenggong drove the Dutch colonizers away in 1661. If this is true, then the meaning is pretty explicit. Apparently the name Taiwan originated from Anping Area.

I suppose there is still some ambiguity though diminishing fast.
