Does anyone know if PLA military ammo has started to do this as well?
Yes they do. My Chinese friend show me pictures of her college 军训 (mandatory basic military drill for college BA undergrad students in China). All of the 5.8mm came out of the factory attached to 10-round stripper clips. Then the students' 教官 (drill sergeant) would give each student only ONE round at a time. The drill sergeant would literally load the round for her. Her job was to pull the trigger. She had no idea where the round went down range.

Is there a reason why it seems like the PLA and PAP has abandoned optical sights and gone full irons until the QBZ-191? So many recent images of them have them decked out in much more modern uniforms but red dots or acog equivalents seem to only be on police firearms or demo shows.
How does the PLA abandon something they were never into in the first place? Here are a few 'explanations' AKA excuses I've heard from the Chinese internet.

1, Small arms is responsible for a very small fraction of the casualties in conventional warfare, as it isn't looking to engage in large scale counter-insurgency operations like the west, the money can be better used somewhere else.
2, Optical sights aren't necessary at short-mid ranges and pro-long usage would result in soldier losing proficiency with iron sight, also, maintaining optics accuracy is expansive and troublesome etc.

I think the first explanation holds some water, but the real reason is likely to be overall penny pinching and corruption back in the day.

Also, I'm damn glad that recent military reform and anti-corruption campaign happened, body armours were bought for all combat units and a much more sensible military camouflage were introduced, no more smurfs for the marines and no more of the weird blue-white camouflage for the paratroopers.
One of the 'excuses' I've heard for the smurf marine camouflage is that it helps to 'blend' the marine making the landing into the blue ocean background, and once they've made it inland, a secondary camouflage can be applied(intentionally or unintentionally) by rolling in the dirt or foliage. What were they thinking?!
