Is there a reason why it seems like the PLA and PAP has abandoned optical sights and gone full irons until the QBZ-191? So many recent images of them have them decked out in much more modern uniforms but red dots or acog equivalents seem to only be on police firearms or demo shows.
1. They didn't "abandon" when it haven't went full proliferation in the PLA to begin with. To simply put, the one that lead the charge in this sector has been for the longest of time is the PAP, specifically its special forces branch;
2. PAP has more freedom in equipment acquisition and usage than that of the PLA;
3. PLA is content to let the PAP be the guinea pig in this regard;
4. Made in China equivalent of those optics (red dot, ACOG equivalent, etc.) only took off in the later half of last decade.

Lastly, in order to compel PLA to accelerate its roll out of new-gen personal gears (including optics for new AR), a proper war (for example, with India) will be a necessity.

Only 150 rounds (5 mags) per soldier?

That’s pretty typical of the number of Mags carried by soldiers in any military. They will usually also carry additional arounds in the pack, but outside of movies, it’s extremely rare to have actual soldiers carry more than that.

Just out of interest, most modern western nato military ammo comes packed in stripper clips as standard. Does anyone know if PLA military ammo has started to do this as well?

Soldiers only carry a lot of loaded mags if they expected to spend a lot of ammunitions in a short period of time like when assaulting enemy position. During normal operation when they only shoot occasionally at enemy from fortified positions and trenches they usually reload their current magazine with loose ammos or stripper clips whenever they have chance rather than changing magazine.
