More likely that this is an older photo.

It likely that '16' is either only on the other side, or just happens to be blocked by the pole in the camera's line of vision.

This has to be a new photo of the Liaoning due to the all the differences in her fittings, particularly due to her SATCOMs, a new ESM unit replacing an older type of ESM near a small SATCOM or datalink on top of her bridge, and a possible CEC unit with wing like phase arrays in between her Type 726-1 and 2 ESM and her Type 726-3 ECM unit, all along on both sides of the island. All these goodies show up very well in the photo.

The pennant number is painted on both side of the island. It is most likely deleted by poster with CG, (or painted over by PLAN for unknown reason which I think is unlikely). Noticed that the faces of peopled are all CG masked?

Look at the area of the island in the yellow box, notice the different shades of grey paint?

The presence of this is how you tell Liaoning is in her post March 2019 refit. This is the easiest way to tell.

It looks like this, and chances are, this is what it does. Note that in 002 this is located differently. 002 was designed with this in mind, but this was an add on for 001.
