so they have to rebuild the scaffoldings again or what will be the procedure to apply the coating on the above waterline hull?
They could always use a cesar lift.

Summary:
it was from a local-level channel newsclip: at Mianyang, Sichuan province, a new factory starts construction, it belongs to a company that supplies alloys for military and aerospace sectors, and it happens to include materials for the EM catapult. This factory is expected, when comes online, to have an annual output of 16000tons of various alloys.

Not likely, that's probably the component's own protection primer coating, and if they finally begin to apply the first layer of primer coating hull wise, they have to first remove most of the clutter and scaffolding all over the place, but that has not happen yet.

Maybe, but anyway, painting has finally begun ?! So regardless if this is the finala PLAN-grey or some sort of primer or protection ... or am I wrong?

As far as I know, it's the actual paint and not the primer. The clutter on deck is irrelevant as the deck can easily be painted out of drydock.
