I guess you may already had your reasoning for that different choices. Here is mine to share.

The difference could be due to the different geostrategic situations faced by the two.

Russia has (almost) only one front, her western/south-western boarder, a relatively straight line, relatively flat terrain. Massive big unit work well and effective than smaller unit.

China has more than 2/3 of her boarder (including coast) being unfriendly or unstable. That need mobility when the whole size of land force is kept small. The terrain is much more troublesome than what Russia is facing, that requires smaller sized army unit, the brigades instead of divisions.
I agree with what you said. In addition, China no longer fears land invasion from great powers like Russia and the US (via Korea), so army groups, corps, and divisions are less useful for maneuver warfare and expeditionary force projections. The 8k UN Peacekeeping Force Xi Jinping wants to setup is tailor made to rotate PLA battalions and brigades for training.

That's an excellent idea. Good way to getting combat experience without starting their own war.

When did Xi announce that he wanted to set an 8000 peacekeeping force?

Last year 2 or 3 soldier die in Mali. It is real brutal war out there and the green troop of China learn the hard way that is no more fun and game, people get hurt. Yeah it is lesson paid in blood I guess the most dangerous attack is rocket and mortar attack. Now they are equipped it with rocket early warning radar

Such an early warning system should be composed of several parts - sensors, processing, communication and power modules, and one or more sound and light signaling systems.

The YLC-48, the new "individual" counter-battery radar developed by the NRIST Institute.

Long expected, the third PLAN Marine Brigade is now here.

The commission of the third PLAN Marine Brigade should come as no surprise since "with great power comes great Marines". The current two-Marine Brigade ORBAT simply does not have the manpower to fulfill all those new "historical missions" the PLA high command has planned for them. The question is really about which PLA ground unit will be transferred to the navy and how soon.

The first PLAN Marine Brigade commissioned on May 1980. 164th Motorized Infantry Division, 41st Army Group Army transferred to the Chinese Marine Corps as the 164th Marine Brigade on July 1998. This new Marine Brigade is another army transfer, this time from the 77th "Yimeng/沂蒙" Motorized Infantry Brigade, 26th Group Army, Jinan MR/ Northern Theater Command.

The 77th is a proud PLA outfit, commissioned by the CMC on December 1945 and participated in some of the major campaigns during the Chinese Civil War (The Battle of Luannan, the Battle of Laiwu, the Battle of Menglianggu, the Battle of Kaifeng, the Battle of Huaihai, the Battle of the Yangtze River, and the Battle of Shanghai). It also took part in the Second, Fourth, and Fifth campaigns of the "War to Resist U.S. Aggression and Aid Korea".
