No doubt it was due to budget constraints and other projects requiring higher priority, but it seems to me to be a wasted opportunity not to have made the refit more extensive to make the Slava,s more of a 'Kirov-lite' - (especially in light of the Admiral Nakhimov refit) maybe replace the SSN-12 sandbox system with a larger number of Onix or kaliber. ( do these missiles have to be launched vertically? or can they be launched from an inclined position?) I would estimate (purely rule of thumb), that if the Kalibr/Onix missiles could be fired from an inclined position, that you could double the missile capacity.

Any thoughts from those om here with far more knowledge than myself?

Exact it is a cheaper modernisation no new weapons, very few sensors in fact a refit for only extended her service life.
