This article is from late last year after which the threat of Daesh let to an end to this practice. Now that Daesh is being defeated the trouble has come back and is supported by US aircraft. Russia and Turkey are opposed to the Balkanization of Syria, as is Syria itself of course. I was pointed to this article by an article in Dettsche Wirtschafts Nachrichten:

I gathered two major points from the amnesty article.
  1. The practice is unnecessary for the military purpose of fighting Daesh.
  2. The majority of the victims are Sunni Arabs and Turkmen, obvious in that region.
I usually do not trust Amnesty International, but in this particular case, there is nothing that I can hold against it because the Syrian government and Alawite are not involved. So I take this article as reliable and continue I assessment.

One thing seems to point at the direction of ethnic cleansing to prepare for a Kurdish dominant region if we connect the recent events. Cleansing may be a too harsh word, neither is there sufficient number of similar incidents to make an accusation, but targeting primarily on non-Kurds does seem that way.

It would be good to know where those displaced people are settled now.

If the "accusation" is proven, it is surely balkanization of Syria. I am sure Turkey does not like it.

Let's remember what President Al Assad once said at the beginning of the crisis "the west is playing at a tectonic fault line in the region"

French SCALP Strike, 12 LACM on 4 Rafale and Mirage 2000D with 1 Atlantique 2 for ISR

Chammal operation:
New French air raid in the heart of Daesh device Raqqah in Syria.

Sunday 21 August 2016, a French air strike hit a storage center and maintenance of heavy weapons to Daesh Raqqah, Syria.

The raid had four Rafale, Mirage 2000 and four of Atlantic 2. Ten SCALP cruise missiles hit and destroyed the center in the heart of territory controlled by the terrorist group.

This action comes after an intense week of strikes by French aircraft, as part of the international coalition in support to land operations by Iraqi and Kurdish forces near Mosul in Iraq. These strikes have destroyed many combat positions, weapons caches of explosives manufacturing sites and heavy weapons. They contribute to the battles preparation work for the times of Mosul in Iraq and Raqqah in Syria.

These missions have a duration of in general 4/5 h, CAS missions to 90 % and AI to 10 %.

The mission of the Mirage 2000D yesterday against a deposit to Daech Raqqah was one of the last, if notthe latest from the Jordanian-based Al Safawi, where they bombard since November 2014.

The planned withdrawal of Mirage 2000D is known since the beginning of the year to give themselves the best chance of lasting in the terrorist fight, and integrate retrofit upcoming Mirage 2000D, this type is removed from Jordan, and honors more than a modest plot -two planes- in Africa.

Instead, the Rafale which have been withdrawn from N'Djamena (four aircraft) take their place, with a different capacity for action, and in any case, with a second reactor in the cell.

The arrival of the Rafale brings a gun capacity, recognition, and of course, more capacity weapons payload. But not the GBU-49 capacity (laser GPS guidance) which has the wind in its sails in taskers.

For almost two years, 3/3 of wild boar Ardennes are engaged in the fight against Daech with their comrades of Navarre 1/3, 2/3 from 2/7 Champagne and Argonne.

More détails about 50 fired from November 2014
One missile is carried by a Mirage 2000D or Navy's Rafale, two by Air Force Rafale.

The planes of the Air Force engaged in the operation Chammal carry out relatively few raids against the Islamic State (EI or Daesh) in Syria, their action focusing more in northern Iraq. But when they'll hit the jihadists in their stronghold of Syrian Raqqah, they put the package.

Indeed, on 21 August, 4 Rafale (from UAE) and four Mirage 2000 and 1 maritime patrol aircraft Atlantique 2 (*) (based in Jordan) took part in an air raid against a storage center maintenance of heavy weaponry to the EI Raqqah. In total, it took ten SCALP cruise missiles to destroy the target, located in the heart of dipositif of the jihadist organization.

The use of SCALP cruise missile can be explained by the nature of the infrastructure destroyed. Indeed, this type of ammunition can target with extreme accuracy, strongly defended standoff websites, ie without incurring any anti-aircraft threat.

Furthermore, as it was intended to modernize a hundred such missiles out of 500 that were delivered, so use those remaining in stock.

Since 15 December 2015, at least fifty SCALP (autonomous conventional cruise System Long Range) was taken by the French aviation (including a dozen Rafale M from the aircraft carrier Charles de Gaulle).

Furthermore, the General Staff of the armed explained that the raid against IE in Raqqah was conducted "after an intense week of strikes by French aircraft (...) in support of land operations by Iraqi and Kurdish forces near Mosul in Iraq. "

(*) The Atlantic 2 committed by the Navy

  2. "Tehran-Moscow cooperation is strategic and we have been sharing equipment and capabilities," Shamkhani told IRNA in response to reports of airstrikes by Iran-based Russian bombers.

Iran: Russia has stopped using Iran base for Syria strikes

By NASSER KARIMI
Associated Press

TEHRAN, Iran (AP) -- Russia has stopped using an Iranian air base for launching airstrikes on Syria for the time being, Iran's Foreign Ministry spokesman said Monday, just hours after the Iranian defense minister criticized Moscow for having "kind of show-off and ungentlemanly" attitude by publicizing their actions.

Just to add quickly, that AMD was reporting that the Tiger Force were back in the Artlillery College and that very close quarter was fighting was raging through the facility. At the same time that further ground had been gained in the Southern Aleppo Salient, further closing the door on the rapidly thinning ranks of the Army of Conquest.

Re the Kurds, I get a sense of the making of the deal brokered between Syria and Turkey by the Russians. (based on recent pronouncements from all sides) My guess it will boil down to the Turks relinquishing support for rebel groups in Idlib and Aleppo etc, in return for a near free hand along the Northern border.

Now that could get very interesting.

and now Kurdish Twitter accounts say the Government lost Hasakah Prison (almost in the middle of its territory shown in the above map); if it was true (and I have no idea if it is, or it isn't, true LOL I would've liked to see the feed to the corresponding Headquarters), the map below approximately covers what would be left (very roughly one by two miles):
