I don't understand, why should that only be for the holidays?

I could speculate that is to prevent firing their weapon in the air as a celebratory gesture? In South America people set off fireworks for Christmas and New Years since it is Summer time.

I wish the Japanese Coast guards would do the same to the Chinese coral poachers that invades by the hundred to the Ogasawara archipelago. :(
