I could speculate that is to prevent firing their weapon in the air as a celebratory gesture? In South America people set off fireworks for Christmas and New Years since it is Summer time.

I wish the Japanese Coast guards would do the same to the Chinese coral poachers that invades by the hundred to the Ogasawara archipelago.

Seems unnecessarily violent and it can't be good for the environment. Isn't it equally effective and more environmentally friendly, and probably more financially friendly, to expropriate the boats for auction or for dismantling for scrap?
