If capital goods mean machine tools than these have several years service life and can be import substituted far easily than anything. its just the matter of scaling and German auto industry was never competitive.
when Germany 2021 trade figures published Russia had trade surplus. this 2021 figures reflect largely the low energy prices of Covid era and Russia was never afraid of Germany cutting parts/software of these machines.
