There will be no global sanctions, only Chinese sanctions. The "rules" apply on others and certainly will not apply on Japan if that means they add a complication for the "arch enemy" China.

China arming Venezuela is like handing over the nukes directly to US. Did we not witness the incompetence just rexently?

Mexico wouldnt even want it, their policy and actions is to get Chinese market share in US market. They arent even solid ally.

Same for Cuba, US will run circles around them, they simply dont have ideological fervor of the past. If Venezuela becomes a success story in terms of improving life of general public, Cubans will sit in homes. Your average person doesnt give a fuck about great power games.

Canada, Denmark?? Lets add Moon and Mars to the list.

Iran, TBH, too late and not worth riling up rest of the Middle East now. Whatever relative deterrence they had, that went out of the window. The remaining will be gone too as how things stand.

The best cards to play is Economic response, like we are beginning to see and perhaps build up of North Korea.

China is being decent and playing by the rules that are no longer being followed.

You are missing the point. All China needs to do to get US onboard with sanctions on Japan for nuclear weapons dev. is threaten to ship Iran, Venezuela, Colombia, Cuba, Canada, Denmark, and all other US enemies will have a large nuclear ICBMs missiles overnight if the US allows Japan to get even a single nuke. You will see how quickly US will fold and join the global sanctions regime on Japan nuke program. It's almost guaranteed they will fold. Nuclear proliferation is a double-edge sword that can backfire on US.

Shit guys, have you seen the list of goods banned? It's 147 pages and it's crazy!

Here's a sample:

That's not "well it's like the RE ban but a bit stronger", this is some "Japan, you are now banned from chemistry" type thing. Look at that list, even common chemicals like iodine, activated carbon, mercury, ethonol, red phosphorus etc etc are banned on account of "could be used in the manufacturing of illicit drugs". Elsewhere in the list, even things like table sugar is banned because it could be used in making explosives. The best part is has a catch-all clause at the end that says anything further that could be used to strengthen Japan's military could be added to the ban list at a moment's notice.

To even start to make their own RE Japan would first need to rebuild back up their own set of modern industrial scale chemical production.
