According to Meng Orca, the 29-ton dividing line on the J-20 landing gear may represent the difference between the stealth configuration and the external loadout weight, which means that the J-20's empty weight is around 18 tons.

An operating empty weight of 17.5 tonnes (which is what Orca is saying) is pretty different from an empty weight of 18 tonnes, to say the least.

IIRC EW does include closed-system fluids (e.g. hydraulic fluid) but exclude usable ones like oil and coolant.
