I don't think thos means what it looks like. Of all the countries in the world, I'm certain of only two who deeply study China: Singapore and Vietnam. That quote speaks from a place of familiarity and fear. Even if Vietnam gets into a conflict with the US, the Americans will eventually go away and Vietnam will proceed as before. On the other hand, China is right there and a conflict with the has a chance of wiping Vietnam as a country. This has happened multiple times before so Vietnam always has to be wary.
As for the deal itself, Vietnam is desperate so it'll agree to anything. Back in April, it was the first country to try to surrender so there are no surprises here.
If Vietnam does not agrees the US fucks them, if Vietnam agrees China fucks them. Sucks to be small people I guess

You should read about background of the sentence. And as I said before, Vietnamese always fear to be assimilated by China. Vietnam must have deal with US because it don't want too dependent to China, because depend on China mean that Vietnam will lose claimed territories in Biển Đông aka South China Sea, that simple impossible for Vietnamese. Avoid to be assimilated by China will always first priority in whole Vietnam history, and it will always first priority util Vietnam cease to exist as the country.

I think the Vietnamese government knows that Chinese government is less aggressive than they'd admit in public, while they know the US will actually carry out its threats against Vietnam. The cost of offending China is much lower.

They are attempt to create a division between China and Việt Nam relationship by usually create made-up stories every week like how the Chinese are killing Vietnamese fishermen, kidnapping Vietnamese women or the CCP are trying to colonize Việt Nam.
You need to understand these faction are extremely hate VCP and CPC, very pro US to the point they look like a cult. While there is animosity among the Vietnamese toward Chinese but remember these faction are using this animosity to try to create a conflict with China. Despite they are Vietnamese themselves but they are not pro Việt Nam by any mean but have a West worship mentality that communism is bad and everything in the West is good.
