Ulmer sat down with Military.com at the annual Air Force Association Air, Space and Cyber conference earlier this month.

"The decision relative to the NDAA language is really government-to-government. They have to decide," Ulmer said. "Business is normal; [we're] still supporting the program."

A Defense Department spokesman said the program of record will continue until the report is delivered to Congress. Per the NDAA, Mattis and Pompeo have until mid-November to submit a report to lawmakers describing the current U.S.-Turkey relationship and whether keeping the F-35 from Turkey would hurt production, training or other partnerships.

The spokesman said Tuesday that, once produced, the report will be classified and likely won't be submitted to lawmakers until November. It's possible that Mattis may visit Capitol Hill for closed meetings on the matter.

Luke personnel also emphasized that the training course has not shifted or changed.

"There has been no change to training or aircraft delivery at Luke Air Force Base," said 56th Fighter Wing spokeswoman Maj. Rebecca Heyse during a phone call. "Pending official guidance from [the Office of the Secretary of Defense], there has been no change to the Turkish pilot training or aircraft delivery."

The United States used an F-35 jet against a Taliban target in Afghanistan earlier on Thursday, marking the first U.S. combat use of the stealthy plane, a U.S. official said.

An F-35B has crashed in South Carolina near the Marine Corps Air Station Beaufort, military officials have confirmed.

It is believed that the pilot had safely ejected from the aircraft.

The base is home to Marine Fighter Attack Training Squadron 501, known as the “Warlords.”

The U.S. Department of Defense and Lockheed Martin have finalized an $11.5 billion contract for the production and delivery of 141 F-35 aircraft at the lowest per aircraft price in program history, the organizations said in a joint Sept. 28 release.

For the 11th consecutive year, the cost of an F-35A was lowered. The F-35A unit price including aircraft, engine and fee, is $89.2 million. This represents a 5.4 percent reduction from the $94.3 million it cost for an F-35A in low-rate initial production Lot 10 (LRIP 10).

In LRIP 11, the F-35B unit cost was lowered to $115.5 million. This represents a 5.7 percent reduction from the $122.4 million it cost for the short-takeoff-and-landing variant in LRIP 10. The F-35C unit cost was lowered to $107.7 million. This represents an 11.1 percent reduction from the $121.2 million it cost for the carrier variant in LRIP 10. The LRIP 11 agreement funds 91 aircraft for the U.S. services, 28 for F-35 international partners and 22 for F-35 Foreign Military Sales customers. Deliveries will begin next year.

“Driving down cost is critical to the success of this program,” said Vice Adm. Mat Winter, F-35 program executive officer. “We are delivering on our commitment to get the best price for taxpayers and warfighters. This agreement for the next lot of F-35s represents a fair deal for the U.S. government, our international partnership and industry. We remain focused on aggressively reducing F-35 cost and delivering best value.”

With stealth technology, supersonic speed, powerful sensors, large weapons capacity and global deployment, the F-35 is the most advanced fighter aircraft ever built, enabling women and men in uniform to execute their mission and return home safely. More than a fighter jet, the F-35’s ability to collect, analyze and share data, is a powerful force multiplier that enhances all airborne, surface and ground-based assets in the battlespace.

“This agreement marks a significant step forward for the F-35 program as we continue to increase production, reduce costs and deliver transformational capabilities to our men and women in uniform,” said Greg Ulmer, F-35 vice president and general manager. “As production ramps up, and we implement additional cost savings initiatives, we are on track to reduce the cost of the F-35A to $80 million by 2020, which is equal to or less than legacy aircraft, while providing a major leap in capability.”

The latest contract is a demonstration of the program’s progress and maturity, as industry and the government now set their sights on future acquisition approaches for the next three production lots to further reduce costs.

With more than 320 aircraft operating from 15 bases around the globe, the F-35 is playing a critical role in today’s global security environment. More than 680 pilots and 6,200 maintainers have been trained and the F-35 fleet has surpassed more than 155,000 cumulative flight hours. The F-35 weapons system reliability continues to improve through a combination of hardware and software improvements.

Glad the driver is okay.
This is the first crash and statistically it took a long time to happen. It will be interesting to see what happens with the investigation. I am sure the the F35 critics are breaking out the "I told you so".

A bit of shocking news, if you're "really shocked", then take a little trip back in time and look at the "beloved Harrier",, that will "peel your eyelids back", for any serious poster, with around 300 airworthy aircraft, and much of the flying, high performance test flying, in marginal conditions, I can assure you the risk factor is very high on each mission!

but for the "spaztastic krew",, hey go for it,, I know some of you will love every minute of this,,,


the most important factor is that the pilot was able to safely exit the aircraft from all indications, there will be an "FBI INVESTIGATION",,, sure there will, and every last SDF poster will likely know more about the F-35 program, than they will ever know about the J-20..

Actually the Marines, Dept of Defense, JPO, and LockMart will double down on this investigation post haste,, its possible the FAA may well get involved if there are any airspace/facility concerns, or civilian traffic involved.....

So first of all the URF cost doesn't cover the cost of the engine, it's only Lockheed's (fictional) cost of manufacturing the airframe. The URF does not include the support and training equipment, technical data, initial spare parts or even the gas and lubricants to make an F-35 useable. It also does not include the upgrades and fixes that testing and other flying experience reveals to be needed. ..."

“I’m not incentivizing them to make fee. I’m incentivizing them to change their performance, and that’s a big key. That’s a dialogue we have not done on previous contracts,” Winter said. “We have taken a portion of that same fee amount, a portion of it – not an increase, same portion – chiseled it out and said, if you don’t increase your performance you won’t get this fee. If you increase your performance, then you get the same fee you have in the past.”
