If I remember correctly durring the late cold war the Russians had half the economy of the US yet were spending just as much on defence. At the height of that the US was spending 10% of GDP. That would have meant the USSR was spending 20% give or take.

Right now defense spending is like 3.6%-4%of GDP.
Which is a lot. As lots of people like to point out the U.S. national debit is a major security issue. The interest payments on that last year was under 500 billion. It's likely that in the next few years that will match the 700 billion of the defence budget unless some changes are made to overall government spending.

all I hope here is he referred to "Arms Race" with "Crazy!", and he didn't refer to his own military budget ("The U.S. spent 716 Billion Dollars this year.") with "Crazy!"

Mattis Vs. Mulvaney: The Coming Budget Clash & The Reagan Legacy
We have been here before. In 1982 Caspar Weinberger and David Stockman had a similar showdown referred by President Reagan. DOD won that time. What does that have to tell us about the impending Mulvaney–Mattis showdown? And if OMB wins this time, would Mattis stay on?

On Tuesday, Senator Lindsey Graham stopped by to discuss America’s support of Saudi Arabia in the wake of Jamal Khashoggi death.

    and:
"There's not a smoking gun, there's a smoking saw," said Graham, referring to reports that the Saudi team had included a forensic expert who arrived with equipment to dismember Khashoggi's body.

If the USA pulled out of foreign adventures they would have more than enough money to upgrade their entire arsenal and improve their readiness for any future wars. But I think they are 3-5 years too late. Also the USA fracking extravaganza is based on cheap access to credit. It is a debt fueled bubble. Better pray for those electric cars.

Trump Picks Milley For Joint Chiefs Chairman: A Bold Reformer — But Will They Clash?
Trump certainly fell in and out of love fast with the last outspoken warrior-intellectual he hired, short-lived National Security Advisor H.R. McMaster.
