I just noticed a new development here ... I have a very basic question related to this picture:

is a Type 052D in green, a Type 055 in red now:

Yep. The ship in red is the 2nd JN 055 and the 1st 055 is under the coverings next to the 052D.
 
I think it's also plausible that the pace of 055 construction is because the Chinese Navy is looking to significantly expand over the longer term, and that what we are seeing is not so much a short term aberration but rather the beginning of a new longer term pattern/rate that we may continue to see for an extended period into the future.

let me state the obvious which is the availability of the crews is important ... maybe we'll hear of an expansion of training facilities? (OK I know nothing about PLAN training facilities)

If we look at the deck crew at CV-16, almost every task's manpower is doubled (including the shooter), and there's an accommodation ship following the carrier. I wonder if they have actually had the crew of CV-17 trained in Liaoning. May be they'll do the same at the first couple of 055s.

no, I meant the availability of crews, as I said

PLAN already have the crew, otherwise PLAN wouldn't be building the ships.
from what I figured in this very thread, four of Type 055 are being built, so no, I don't think the crews are NOW available for those four

Well, we were talking about the medium term expansion that might occur in the future; ships which have yet to be built.

He's asking whether an expansion in ship number in that timespan will mean there will be an associated expansion in training capacity for new crew as well to allow for the increase in overall manpower in the Navy.

no, that's not what I'm thinking.

I do expect them to ramp up their overall annual output of officers and enlisted personnel, but it will probably be a gradual increase rather than a sudden increase meaning there probably wont' be a big sudden increase in new facilities or schools but instead probably a gradual increase in capacity of existing facilities, which we probably won't be aware of and which they probably won't bother to report or write about to us.

other things they might choose to write about, such as recently the new training ship was commissioned with a bit of media coverage.

my whole point has been (it'll sound generic :) but want to say it anyway) one thing is the ability to acquire new warships, another thing is the ability to man the new warships ... irrespective if it's for example PLAN, USN, RN (for which it's known issue Aug 31, 2016) or LOL my favorite Brunei Navy ... I think that's all what I have to say now
