And you are correct. Now both uniforms are considered sailor Suits aka naval rig. Of the two types shown in my post the British is the older type. The naval enlisted uniform class 1A. Is the most direct existing version of that uniform which was a British design. But widely copied. Now despite what some might think every part of that uniform has a function and tradition. The Dixie cup can be used as a marker for a sailor who fell overboard. The bell bottoms and jumper can be used as a floatation device.
now in this case both sets are being worn as guards the British as you pointed out is using a boot binding. This was a technique of keeping dirt and detritus from getting caught on ones leg and in this case also keeps the bell of the bottom from getting in the way of proper drill. Now the American version is using spats which are also a dated way of doing the same. Personally I think the spats look better.

Okay this is a old Uniform. The Brits adopted the "Red Coat" in 1645. with modifications It's been Worn ever since although not always as general issue. the Color choice is not because it doesn't Show blood. It Does Show blood stains as Black, The reason for the Red was price Red was Cheap Dye.
Now the Version shown is that of the Welsh Guards. but it's also worn by the Coldstream guards And other Ceremonial units. The Hat is called a Bearskin. It's not really a Practical head dress. It was originally Worn by Grenadiers.

now for regular wear the Color Red fell out of Favor for actual Combat wear by the 1850's and by the First World War the British were Wearing more Drab Khaki Color for regular Service Uniforms.

BTW, fellows, that's U.S. Vice Adm. Kenneth Floyd, commander of the U.S. Third Fleet, who is also the commander of RIMPAC-2014, getting the tour of the PLAN Type 054A Frigate, in those pictures I posted today.

There are three men in the USN's Service Khaki uniform. The (3 star) Vice Adm. Kenneth Floyd in the center there is a Two star Adm. ( Rear Adm.) behind the Chinese officer in the (your) right of the photo and the Lt. on the far left of the photo in the back of the photo there is a USN officer in his Whites Aka "the Good humor man" visible behind Adm. Floyd over his right Shoulder ( I cant see the whole Rank My guess is a Lt or LT Commander as Thunder pointed out the cover he is wearing lacks "Scrambled Eggs")
Now both uniform sets are actually appropriate. Summer whites and Khaki are both in issue and seasonally the preferred uniform by mandate of command.

when prescribed as uniform of the day.
Service Khaki is entering service as a attempt to issue a more cost effective uniform. Khaki does not spot or stain as easily.

In essence the Khaki tan uniform is meant to be the Navy's Jack of all trades uniform. A uniform for just about every occasion that is not black or White Tie. the USN's business suit.

The US navy first Approved wear of Khaki Colored Uniforms in 1913 for Use by Aviators based on USMC Uniforms with navy ensignia, It was then expanded to the Submarine corps in 1931 by WW2 the full Service Dress Khaki was standard It was eleminated by Adm. Elmo Zumwalt in 1975 this includes a coat and black tie. the Navy has flirted with it's reintroduction as of 2006

at last word in 2012 they killed the Idea due to costs. I guess those reports were wrong though.

The Coprs of Cadets at Texas A&M University uses adopted a Khaki uniform as well and are a MAJOR part of the A&M tradition.

telnyashka Russian: тельня́шка
This is a Uniquely Russian uniform element. To the Russians it's the Mark of the Elites. in Russia it is said "Нас мало, но мы в тельняшках!", Nas malo, no my v telnyashkakh!" "real men": "We are few in number, but we wear telnyashkas!"
This garment consists of a White long sleeve or No sleeve Shirt with Horizontal colored stripes. It began being worn in the Tzar's Navy it was adopted from distinctive striped shirts favored by Fishermen form Brittany. it was adopted by the Pre Dreadnaught French Navy. by the 19th century it was adopted by the Russian Navy. now as a reminent of the Tzarist Navy one would have thought the Bolsheviks would have skinned anyone caught wearing it. however that's not what they did. One of there Early Propaganda movies "We Come from Kronshtadt" Popularized the Shirt as it depicted a Bolshevik sailor surviving a attempt at execution. The Imperial Russian Navy type telnyashka is NAvy blue and White in color. this version is standard issue to the Russian Navy and (Marines) Naval Infantry.

The Shirt began Crossing Russian Military services as early as world war 2 Famed sniper Vasilli Zaitsev was a Navy Petty officer who volunteered for Army service. He never gave up the naval Shirt though. Vasily F. Margelov The Father of the modern Russian Airborne introduced the VDV version which is colored sky blue, as he had served in the Russian Naval infantry in the second world war. a point of note, In the Russian military the Airborne (VDV) are technically part of the Air Force, The Marines are still part of the navy.

The boonie hat aka the Floppy cover, Created for troops by troops this hat started life well no one is really sure. It might have been based on the Australian Giggle Hat which had been in service since WW2. It might have been based on the Bucket hat A traditional Fishermen hat originating form Ireland which was popular among civilians in the 1960's. Whatever the origin story this hat was adopted as standard issue for field and training wear among the top armies of the world even Russian forces modified it into Panama hats worn popularly in there Afghan war. The Soft construction vents and wide brim make it a perfect choice for high heat high sun, or high Rain environments making meaning from deserts to Jungles Boonies are a cover of choice. Boonies are constructed form the same material as the rest of a combat uniform this makes them easy to fold and pocket they often feature a ring of webbing and a neck string some add insect netting.
