Pro-Russian sources on Twitter were saying that Russian media or other internal sources reported the incident as a Ukrainian missile strike. Sure, they could be wrong. But I'm just going off what I heard.
Southfront pretty much summing up my concerns with the state of negotiations.
The very fact that negotiations are proceeding while Ukrainian war criminals remain at large is offensive. Negotiations should be halted until the Ukraine reiterates their position with regards to the Geneva Convention, clarifies their position on whether the videos are real or not, and either sentences their soldiers in military court or hands them over to face Russian justice.

This is the only possible strategy. However that does mean the second northeastern attack on the Chernihiv front was a mistake because it got reinforced, and you should not reinforce a feint once a defense is committed. You should orderly withdrawal.
The real question is how is the southwest front going to proceed. Kherson is one of the most important cities in Ukraine because it controls the Dnieper. There are already signs of annexation prep. Now the question is how it goes: hold? advance towards Mykolaiv? Or lose it?
I'd put it at most likely hold, second most likely advance to Mykolaiv, almost impossible to lose but who knows.
Too far away for it to be for a Tochka. It would be a weird choice of target as well. I wouldn't rule out Ukrainian sabotage though.
Unfortunately Mobile launcher are extremely hard to find. like you see the Great scud hunt in 90's ? It's US with all technological might yet finding scuds are still hard.

One good thing about these negotiations is that it has widened the split between the Anglos and Europe. While the Europeans are hopeful, neither America nor England seem to be happy.
