It is not totally implausible, as there PSU Su-27s and MiG-29s have been fighting with their VKS counterparts (and losing most of the time, as the latter has Su-35s). This guy probably shot down some easy targets like Su-25s, which would make his claim technically true.

Well, there are claims and possibilities, but even in Vietnam 50 years ago there were frequently video confirmation of Vietnamese air to air kills.
I think Ukraine was paying more on servicing its loans than on its school system. And that was before the war started.
I heard some of the IMF loans had rates of 15%.
If you think this "aid" doesn't come with loads of strings attached, well, you are being naive.
They need Ukraine alive solely to service their debt. The more they pump in the more they need to continue pumping in just to justify their previous investment.

The $20 billion in military aid includes $5 billion in additional authority to transfer weapons and equipment to Ukraine from U.S. inventories, $6 billion for the Ukraine security assistance initiative and $4 billion for the State Department’s Foreign Military Financing program.

Even accounting for western hardware prices, that is some serious financial support for Ukraine's armed forces. Washington is settling in for the long haul.

If that's true, this would be a historical first and validation of the system. Mineral-U with the U standing for Ukraine is based on the Soviet Mineral-M system that's used on the Sovremenny class destroyers and also appears in corvettes. The Chinese version of it, called Type 366, equips the Type 052C, 052D and 054A, while the Russian version of it equips the 052B and the four PLAN Sovremennys, although the refitted ones would be updated to the Type 366.

Indeed. We’ll probably find out well after the war is finished.

In other news, Ukraine exported a Mineral-ME radar to the US in December last year to be used in combat exercises.

If has not been done already, PLAN needs to update algorithms of all the radars and if not possible, rip them out and change update them. Iraq suffered so badly in Gulf War because US already had all their weapons data.
