Turkey has agreed to pay Russia 2.5 billion dollars for its most advanced missile defense system S-400, an official said late Thursday.

The official, speaking to Bloomberg on condition of anonymity, said that the regional power wanted to build its own missile defense systems.

"For Turkey, the key aspect of any deal is transfer of technology or know how. The Russian agreement to allow two of the S-400 batteries to be produced in Turkey will serve that aim," the official added.

Turkey's purchase of the Russian missile system is a clear sign of the country's disappointment with the West, mainly due to the EU's attitude towards Turkish officials and the fact that the leader of Gülenist terror group (FETÖ), Fetullah Gülen is living in the U.S. and American officials have yet to take any steps to extradite him despite the "85 boxes of concrete evidence" proving that he was behind the July 15 coup attempt, which left 249 dead and over 2100 injured.

The U.S.' support to the YPG terrorist group, the Syrian affiliate of the PKK is also one of the biggest reasons Turkish-American diplomatic relations have soured.

Turkey and Russia have engaged in talks regarding Turkey's cooperation with Russia in the defense sector since the Russian-Turkish rapprochement in August 2016.

The S-400 is a new generation of Russian missile system, which has so far been sold to China and India only.

Last year, both China and India signed an intergovernmental agreement for the procurement of four regiments of Russian-made S-400s. Turkey will become the first NATO-member country to purchase the system.

Q: Can I ask you about Turkey? They announced yesterday that they're going to buy four Russian S-400s, advanced anti-air. Does that put any tension in the U.S. military to Turkish military relationship? That they're a NATO ally buying a very advanced Russian hardware?

SEC. MATTIS: The problem is, how do you interoperate in the NATO system with Russians? They'll never interoperate. They're built -- you don't just layer on interoperability at the end. So, we'll have to see, does it go through? Do they actually employ it, do they employ it only in one area? All that kind of stuff. But I -- you know, we'll have to take a look at it. Obviously, it's not going to be interoperable with NATO systems.

Q: Does the U.S. approve of them buying Russian...

Turkey has ruled out integrating the Russian S-400 missile defence system into the country's NATO standard defence equipment, its defence minister Fikri Isik has said.

Speaking to TRT TV channel on Tuesday, Isik said, "Turkey knows that in case S-400 missiles systems are purchased from Russia, it will be impossible to incorporate them into the NATO system."

Turkey could be looking at Eurosam’s SAMP/T missile defence system. It is a self-propelled system with truck-mounted modules. Each system typically includes a Fire Control Unit, with a multi-function radar (MRI) and an Engagement Module (ME), and launching elements, with up to 6 vertical launch platforms (MLT) using Aster 30 missiles. SAMP/T is able to simultaneously engage TBMs and ABTs coming from any direction.

SAMP/T provides ABT intercept capability beyond 100 km and ATBM capability against threats in the 600 km range class. ATBM features have been demonstrated in live firings, according to Eurosam information.

The French Air Force deployed a MAMBA (SAMP/T) unit to provide air defence coverage for the G8 summit in Deauville in 2011.

On July 4, Isik announced that Ankara and Moscow had agreed on the “technical issues” relating to the purchase of the S-400 Russian missile system.

“All technical issues, both by the Russian side and the Turkish side, are over,” Isik said in an interview with broadcaster TRT Haber. “Now it is time for the final decision”.

Not that surprising. Other non NATO allies like Egypt and Thailand have bought major Chinese and Russian systems, which like the S-400, we Americans really don't have an equivalent for.
