It's at least somewhat plausible that low-level conversations are taking place. Which does not guarantee they will produce anything substantive, or public for that matter, like a deal.
But that's been the Chinese position all along (start at the technical level, then leaders show up to sign after negotiations are finished) as opposed to the US position (Trump-Xi talk details directly).
