(Phnom Penh): Samdech Techo Hun Sen, President of the Cambodian Senate, on the afternoon of December 16, 2025, denied reports by some Thai media that Cambodia has Russian and foreign soldiers helping fight the Thai invasion.
Samdech Techo Hun Sen stated that Cambodia does not have any Russian or other foreign nationals participating in the fighting on the battlefield or serving as military advisors to the Cambodian army.
Samdech Techo Hun Sen posted the following message: “In recent days, there have been reports by some Thai media stating that there are Russian and foreign soldiers participating in the fighting in Cambodia.
In order to maintain the dignity of Cambodia as well as that of the Russians and other foreigners who have been accused. I would like to confirm that Cambodia does not have any Russian or other foreign nationals participating in the fighting on the battlefield or serving as military advisors to the Cambodian army.
We have not had any foreign military on Cambodian territory since UNTAC withdrew from Cambodia in 1993. We recognize that we have had foreign militaries come to Cambodia to conduct multinational or bilateral exercises, especially foreign navies that come through the Straits of Sihanoukville, which is a common practice that other countries have done in the framework of defense cooperation.
We also recognize that there are currently many foreign nationals residing in Cambodia, who are tourists, investors, technicians, workers for foreign or local companies, etc., but they are not involved in the military or combat sector.”
