Looks like progress to me:

v1: prototype + demo
China's unwanted FC-31 Gyrfalcon stealth fighter might be used by navy - Business Insider's unwanted FC-31 Gyrfalcon stealth fighter might be used by navy - Business Insider

v2: redesign
China's FC-31 Fighter May Be Slated for Carrier Ops | Defense News: Aviation International News's FC-31 Fighter May Be Slated for Carrier Ops | Defense News: Aviation International News

v2: testing
J-31 for Turkish Airforce | Pakistan Defence

I was waiting for this

this does not constitute a fully fledged aircraft development process, far from it

It constitutes everything you listed in your post, so blame your own list lolz. There have been prototypes, redesigns, milestones, development and testing. The issue here is that we don't know the current state of the program. But the lack of open source data does not equal "nothing is really happening."

I am afraid that you can not argue with or convince a person who demands daily progress reports from SAC and PLA, without such reports there is no progress in his mind. :D

It was never meant to. The FC-31 is basically an X-plane used to test rapid design and manufacturing methods. The airframe itself was a secondary consideration. Only later was Chinese government funding granted to develop an actual plane based on it.

Compare this with the ATF competition which we knew was meant to develop and actual plane for combat use.
The US government funded the ATF prototypes. AFAIK Shenyang funded the FC-31 themselves.
The slow progress is because initially this was done on a shoestring budget it is as simple as that.

Given what we heard of, the airplane the government wants is to be larger so they likely had to completely redesign it.
