It doesn't need to be a 25% interest rate. It could be that these are loans coming due this year. So they need to pay the principle on a lot of the debt back.

Russia's TENEX is however interested in increasing its control over uranium resources worldwide so they can supply the nuclear reactors Russia has been building all over the world. I wouldn't be surprised if they paid more than what the French used to.

自2021年12月3日开通以来,截至今年3月19日,中老铁路国际货物列车已开行超9000列,累计运输跨境货物795万吨——进口货物630万吨,出口货物165万吨
