Artillery troops better equipped than regular infantry units? They all seem to have a comms headset and earpro, radio and body armor
They have regulations where they have to wear vests during live firing, plus aren't those vests been commonly seen in regular troops nowadays too? the headsets are kinda new, I don't remember seen them before they issued their type21 uniform, that or I'm just not paying attention

IMO artillery guys should be prioritized for ear protection compared to regular infantry, simply because they're operating with the bigger bang. A quick lookup usually states infantry rifles around 150 to 160 decibels, while the US Army states 155mm Howitzer can get to 181 decibels.

Having ear comms will also help with coordination on the firing sequence.

What troops have depends on what they're doing. Since artillery troops that are photoed with their artillery are almost always using it, of course they would be seen with the standard equipment more.
